Industry Day

The Department of Veterans Affairs (VA) is hosting an Industry Day event scheduled for Thursday, 28 Mar 2019, beginning at 12:00 PM EST at VA’s Technology Acquisition Center located in Eatontown, New Jersey. 

 

VA is considering employing the use of a managed service for laptops that VA’s contractors use throughout VA, beginning with contracts that support the VA Office of Information and Technology (OIT).  This concept is called: Contractor-Laptops-as-a-Managed Service (CLaaMS).  The goal of the industry day is to: a) have VA share the contractor laptop provisioning process VA uses today, and b) listen to industry’s insights and ideas on ways to re-invent the way VA provisions laptops to its contractors by exploring the use of a managed services contract.

 

The CLaaMS solution scope could include: a managed services vendor operating on a Service Level Agreements (SLA) basis, that would manage the entire lifecycle of contractor laptops, e.g. hold title to the laptops, and image, configure, deploy, troubleshoot, refresh, and recover the laptops - while interfacing with VA’s ServiceNow Information Technology Service Management (ITSM) and asset management platform.  With respect to information security considerations, VA requires proper implementation and disposal of data once the devices are recovered (e.g., in the event of technology refresh or decommissioning). Additionally, all VA security requirements (VA Handbook 6500), applicable National Institute of Standards and Technology (NIST) controls for servers, end user devices, disposal, certificate-based authentication/ Personal Identity Verification (PIV), and Trusted Internet Connections (TIC) Reference Architecture v2.0 compliant for any cloud components must be met as part of the CLaaMS solution.

 

VA has a variety of support contractors, working side-by-side with government civilians, supporting all facets of VA including appointed staff, executive staff, administrative, medical, cemetery, benefits and a variety of other users that fulfill VA’s mission.  When VA awards contracts that include contractor personnel, it often provides laptops as Government Furnished Equipment (GFE) through the contractor on-boarding process.  Contractors also utilize GFE laptops for telework/virtual purposes.  Delays in deploying contractor laptops cause productivity losses in the contract.  The expectation is that CLaaMS would significantly shorten the time to deploy laptops to contractors, thereby avoiding most of the contract productivity losses associated with laptop provisioning.
